Harvey Rockburn was born August 20, 1908 in Ottawa, Ontario. A member of the Ottawa City Junior Hockey League's Ottawa Tigers in 1924-25, Rockburn who was known as "Hard Rock", split his 1925-26 season with the Ottawa Gunners of the Ottawa City Hockey League and the Montreal CNR of the Montreal Radio-Telegraph Hockey League before returning to OCHL in 1926-27.

Even though Rockburn returned to the OCHL at the beginning of the 1926-27 season, he played in only three games with the Ottawa Shamrocks before joining the North East Hockey League's Berlin Mountaineers, where he was an NEHL First Team All-Star.

On October 24,1927, Harvey Rockburn signed as a free agent with Stratford of the Canadian Professional Hockey League and only four days later was traded to the Detroit Olympics where he spent the next two seasons before making his NHL debut with the Detroit Cougars in 1929-30.

The Ottawa native played in 36 games with the Cougars in 1929-30, scoring his first career NHL goal and finishing the year with four. Following his season with the Cougars, Rockburn joined the NHL's Detroit Falcons in 1930-31 where he played in 42 games finishing his season with only one assist while amassing 118 minutes in penalties.

Rockburn returned to the Detroit Olympics roster in 1931-32, now of the International Hockey League before being traded to the Canadian-American Hockey League's Providence Reds prior to the 1932-33 season. Four games into the 1932-33 season, Rockburn was traded by the Reds to the Montreal Maroons who assigned him to the International Hockey League's Windsor Bulldogs before finishing the season back in the NHL after he was to the Ottawa Senators.

During the 1932-33 season, Harvey Rockburn played in 16 games with the Senators before returning to the IHL the following year with the London Bulldogs. After a one-year stint in London, Rockburn returned to Windsor's line up in 1934-35 where he was an IHL First Team All-Star before joining the IHL's Cleveland Falcons for the 1935-36 season.

Although he spent the majority of the 1935-36 season with Cleveland, Rockburn was loaned to the IHL's Rochester Cardinals midway through the season where he played in one game before returning to Cleveland.

After spending the last three seasons in the International Hockey League, Rockburn joined the American Hockey Association's Kansas City Greyhounds in 1936-37, capturing AHA Second Team All-Star honours before joining the AHA's St. Paul Saints the following year. While he spent the better part of the 1937-38 season in St. Paul, Rockburn played in six games with Pacific Coast Hockey League's Porland Buckaroos.

Unable to compete during the 1938-39 season as he was being reinstated as an amateur, Harvey Rockburn returned to the game in 1939-40 with the OCHL's Ottawa Lasalle.

Throughout his NHL career, Harvey Rockburn played in 94 games, scoring four goals while adding two assists for six points along with over 250 minutes in penalties.
